Hi, asking I paid for this app on Apple TV really happy with, so i going to download it for my iPad but I have to pay again for iPad version?

Yes, the apps are separate and require separate purchases.
tvOS and iOS are very different platforms, and we had to design an app from scratch for iOS to take advantage of features like split screen, 3D touch, iPad/iPhone sized views, etc. We have made them separate apps because not everyone has both an ATV and iOS device, and it wouldn’t make sense to charge $40 for a combined app for someone who just wants to use it on their iPhone.
