Picture Quality on low mhz channels - Comcast/ Xfinity

I have Channels running on 5 Apple TVs and most channels come in clear, however a handful of HD channels (FX, FXX, HGTV, FOOD) on the 63mhz and 69mhz bands are very pixelated and are sometimes unwatchable. This problem occurs on all of the Apple TVs and the best I can tell is it is not a network problem as most channels on 100mhz and up stream perfectly to multiple TVs at the same time. Is there anything i can do to improve the quality of these channels?

My Setup:
2x HDHomeRun Prime
3 way splitter connecting modem and HDHomeRuns
Equipment is about 10’ from where cable enters the house

HDHomeRun Stats:
Signal Quality: 100% (40.2 dB)
Signal Strength: 100% (2.0 dBmV)

Have the cable Co check the lines for an old/forgotten filter. In the pre digital days hbo/etc would have been blocked by filters like that. Unfortunately these filters can be anywhere along the path of the signal (including on the pole or at a distribution point).
