submitted diags, and I realize both the server and droidTV were not up to date, I'll keep an eye on it.
was watching weather, and activated PIP but the screen still showed the full picture. ended up playing another show and I had audio for both, but still only picture for live broadcast. fairly sure I was able to launch youtube or netflix in the background, but finally had to pull power on gtvstreamer4k.
one thing of note; there are several screens/pop-up windows throughout the droidtv app that do not allow shortcut buttons like PIP. I wonder if I had been able to toggle PIP again if that would have brought me back?
