I am using Channels DVR on a Toshiba Laptop, and have been using this configuration for several years. Lately we've been getting a lot of pixelation. I've checked the antenna signal using HDHomeRun Config GUI and it is good... 83% signal strength, 100% for both signal quality and symbol quality.

Channels DVR is version 2022.03.23.0209.

How can I troubleshoot this further?

Try tuning the same channels in the HDHomeRun app; that will rule out a software issue. If the HDHR app also pixelates, the problem is most likely the feed (or maybe the network), rather than the software.
