Other than OTA broadcasts. Is there any 4K Channels DVR?
The only 4K broadcasts I'm aware of are selective Verizon/Frontier sporting events broadcast over FiOS. (And yes, Channels handles those broadcasts with aplomb.)
If you're asking about the Super Bowl don't worry; NBC will not be broadcasting in 4K so it doesn't matter.
NBC is broadcasting the olympics in 4k & Atmos, I think only via their set top box service, not digitally. But there is the daily highlights show aired twice a daythat may be 4k via their app. Not sure if the TVE stream will follow suit.
Fubo TV and YouTube TV are also 4k broadcasters of the olympics in the US and Eurosport in the UK
If any TVE channel is in 4K, that will be a first! 
If it’s not on TVE can Channels DVR record it? How do I set that up?
You would need to be in the exceedingly small number of people with FIOS/Frontier and a cablecard.
Hopefully, more sources come forth for OTA and cable, but it's going to be a while.
