Does anyone know of a remote control that works with Channels on iPad, in a similar fashion to the way it works with Apple TV? Looking for menu, select, and FF at a minimum.

How about the Apple TV Remote in the App Store?
It’s buit in to Control Centre. On your iPad go to Settings > Control Centre > Customise Controls and add Apple TV Remote. Now you can get to the remote by just swiping up from the bottom and tapping Apple TV icon. No need to launch any app.
