Is it HLS or MPEG?

What I would do is make it MPEGTS, if that doesn't work recreate it under a different name and use HLS.
I have a ReoLink Video Doorbell Camera. A ReoLink camera should be similar. The stream format is set up as MPEG-TS. I use the following in my m3u:

In the Reolink App, I went to the Video Doorbell's device info -> Network Information -> Advanced -> Enabled RTSP to port 554
