I'll use a show like "Law & Order SVU" to clarify my request. I'd like to keep the last X episodes of the show, but I also want to keep All new episodes of the show. Is there any way to do that?

I think you answered your own question: Create one pass for reruns and to retain 'X' episodes, and another pass for new airings set to keep all episodes. To further help, you may want to limit your 'New' pass to whichever channel is your NBC affiliate to ensure that airings that are new to a particular channel but not the first airing ever are not recorded by that rule.
How do I create two passes for the same show?
On the WebUI, if you navigate to the DVR > Passes page, you can select the show you want to duplicate. From the drop-down menu on the right, select "Advanced", and it will show you the rules needed to create the pass. The most important rule to note is probably the "SeriesID". Then, you can create a new advanced rule, using the existing one as a template, but modify to suit your needs.
