How would I go about setting up remote access to Channels DVR administration? Purpose would be to adjust the Web Player Server quality remotely rather than needing to be on the Network locally.
After enabling remote access in the web UI, navigate to my.channelsdvr.net in a web browser, and you'll be taken to your server.
This setting is only for the web player when viewing from the Channels DVR Server web admin. Clients have their own quality settings at Settings > Playback.

Is there a URL I can use to log into the Channels DVR Server at my Father's house for administration purposes remotely without being directed to the Channels DVR on my own home network?
You can run multiple Channels DVR servers, but only one per account can use remote access.
Your Father would need his own account and login credentials. Then you would login using them.
Only other way would be use a site-site VPN between your places.
Yes. I do it all of the time. If you have your Father's WAN IP address and he opens up port 8089 on his router and forwards it to the Pi you can do it. Like this... http://your.dad's.ip.address:8089/

ZeroTier is a good tool for remote access without going down the VPN rabbit hole.
using the http://ip:8089 is better way to connect to the web-ui anyway, especially locally. Even more so if your sever has multiple ethernet using LACP. The my.channelsdvr.net ip can create a bottleneck at your router (and reduce your max internet throughput even if local clients are only using the local server).
