Smart Rule Button - Error

Hi team. When I try to create or edit a smart rule in virtual channels, nothing happens. The pop-up won't show up. I can add content but not smart rules. I've tried Safari and Chrome but never had this issue before. Any help would be appreciated. Thanks!

This could be fall out from changes happening around Personal Sections.
