Love the ability to organize my favorite channels using the "Long Press" menu option "Rearrange Channels" would it be possible to add this same functionality to Top Level Library Collections?
Management of Channel Collections happens on the server. There's no plans to make this work on the client.
Those are not the order in which they appear.
Channel Collections appear in the order in which you applied them to your clients. Either globally, or per client.
I'm talking library collections, not channel collections. Sorry for the confusion.

They’re sorted alphabetically in the main library, and sorted by recently used in Kids.
There are plans to help you order these the way you want soon.
