Spectrum missing "Rescan All Channels" option - v. 2021.09.19.1731

I am not sure if this is a known bug but after updating to
2021.09.19.1731 Spectrum no longer gives the option to "Rescan All Channels".

I only get Rescan New Channels & Troubleshoot.

My other providers still get "Rescan All Channels" option

I think this might actually be a feature, not a bug. Spectrum suffers from locking users out of authentication if you try to authenticate too many channels too quickly.
