- How do I add a second USB drive to extend my recording capacity?
- Is it possible to direct TV, Movies, PlayOn downloads to their own separate locations?

No. All content is sent to the primary storage location. You can add secondary storage locations, then copy content to it. Channels will check there for the content and play it if it doesn’t exist on the primary.
You can easily add a second storage location, move a bunch of your recordings to it, and everything should just work.

Rather than moving, could I just add a new USB drive, point my DVR to this new drive as the recording drive then add the old drive as a storage path? Or would this mess with the database?

You just need the folder structure wherever you are pointing the DVR with everything in them except for the recordings. The recordings can live on another storage path. The key here is the DVR will always record to the primary storage path. So if you move off your recordings to the secondary storage path that frees up room for the primary.
