I am not aware of any sort of location blocking that is happening on the Channels side. I have never tried it from such a distance, but I have heard of people using it on cruise ships which are not known for their fast internet. The added wrinkle with your scenario is the added latency because of the physical distance. I think it should work so long as you have good internet on both sides and there isn't any blocking happening along the way.
Was able to stream to my phone while in Italy (based in Pennsylvania). I turned down the stream quality on the server given the distance, don't recall having any issues watching.
