I have been getting this message when watching live TV via my OTA HDHomeRun. It started 2 weeks ago. I updated to the latest Pre-Release, but no luck.
It has been running fine for the past 5 years.

Likely a network issue.
You could try turning on or off Tuner sharing. It's on the admin page settings " Playback > Advanced > Tuner Sharing
You are best to work out your network issue. A wireless client or server may need to be wired, the channel your router or AP is on may need to be changed or you have a bad connection.
Interesting !!! My Apple TV is directly connected to my switch (WIFI off), and all my servers are wired (hmmm).
I turned off the Tuner Sharing, and let see if it comes back !

While you wait, try running a speed test from the client to the server. Also ping your tuner from your server. This will start to answer the network stability question
