Is it possible to use a recall button on the TiVo?

Recall? Do you mean to go to the previous channel? If so, pressing the "Live" button will do that. (Of course, you need to have disabled TiVo's apps on the device, sideloaded the beta version of Channels, and enabled the Channels Button Detector in the accessibility settings.)

Otherwise, pressing Play or Select/OK twice will do the same.

I tried this both on tivo and my GTV and it doesn’t work.

Is Settings > Playback > Remote Control > Jump to Last Channel enabled?
