Treat comskip.log time as local not UTC

I just noticed a minor issue with commercial detection. It's currently 10:30 EDT / 14:30 UTC. My BIOS clock is set to UTC, and the system time zone is set to EDT. Channels 2021.08.31.1732 on Ubuntu 20.04.

The comskip.log files display local time, but Channels treats it as UTC. A job that just finished reports that it finished 4 hours ago because it is treating it as if it completed at 10:30 UTC instead of 10:30 local.
