I can connect via my phone but at my parents house their channels app won’t connect

check system time on both machines. If the client machine's time is incorrect, it may treat valid certificates as expired or not yet valid.

Your client needs to speak TLS 1.2 at least. TLS 1.1 is not offered on CDVR.

 Testing protocols via sockets except NPN+ALPN

 TLS 1.2    offered (OK)
 TLS 1.3    offered (OK)

There might be something wrong with the certificate store on the client.
Can you access https://letsencrypt.org/ from the client?
