Tuner priority not working

I have 11 tuners through 5 tuner devices, 4 of which are 2-tuner OTA and one is 3-tuner cable Prime. DVR is MBP15, early 2008 and clients are ATV 4K. Tuners are set for OTA has highest priority and Prime as lowest priority. That way shows that I schedule to record should record on OTA tuners if available OTA, but if it is a cable-only show, then it will record on the Prime tuner. I have found that despite this setup, the DVR is using cable/Prime tuners as first priority. I figured this out by observing the three lights on my Prime tuner. When a show started recording that should have been OTA, I noticed that one of the Prime tuner LEDs became illuminated.
See images below: (1) DVR screenshot of tuner priority (ATV settings also match this). (2) The Big Bang Theory is available on channels 1002, 702, and 2.1. 1002 and 702 are cable.
I then opened the ATV Channels app on the ATV and it showed (3) the show is scheduled to record on channel 1002.
Are my tuner priorities set correctly?

The list of channels shown is all the possible channels to try. When recording time comes, it should go through the tuners in order and try them.

Can you check http://127.0.0.1:8089/log?n=5000 and find a recording that happened to see if it tried the other channels first or not?

Here is the log for that Big Bang Theory recording in the screenshots above. I’ll look through the log for other recordings to see if they tried other channels. Note that I have my recordings set to begin a minute early and end 3 minutes late.

Thanks for the Log. Let me investigate further…

I see… you have duals so the channels are not being recognized as HD. The DVR prefers to record from HD channels so your prime is being used.

Click on the ā€œ97 channelsā€ link and mark the channels as HD.

That makes sense. I’ll try it and let you know. Thanks

I set all of the appropriate OTA channels to HD (if they were HD), then rebooted the MBP computer that hosts the DVR. This HD setting and reboot took place at approx 2am - I assume it takes a while for changes to flow through.
Appox 17 hours later, checking both my Macbook Pro DVR's Schedule section and also my ATV DVR schedule, it looks like the change did not work, BUT checking the log and my Prime tuner, it appears to have been successful. See log below. Also, at 7:05pm, the Prime tuner did not show any LEDs, hence no active cable tuners.

NOTE that the ATV display is in error - the program was not recording on channel 1002, but rather 2.1 (see log). I rebooted my ATV before taking that screenshot to make sure I didn't have residual data floating around in the Channels app on the ATV.

Here is so more log data. There was one OTA tuner in use at the time, so the tuner priority seems correct. I think the British Baking Show was put on cable because the corresponding OTA channels are not marked as HD.
