Sorry but I don't believe in such things as coincidences...not when something goes out exactly the same way at the exact same time like that.
Furthermore I've seen issues at TVE channels going 403 forbidden before and the devs usually get it fixed pretty quickly. They're obviously is a stream there it's just being blocked....but the live TV stream page for that channel says under construction for some reason so maybe they are changing something around.
