Can we solve software issues by updating the smart TVs
the android client is the same across all hardware. Your issue is with an underpowered smart tv (they all are underpowered). Get yourself a good streaming media box like appletv and you wont have any more issues.
I have 2 Toshiba FireTV 32 Inch that I got during Prime day $88 a few years ago and Channels DVR has no problem running on it and playing all recorded content... Have one mounted in the Garage another in the Kitchen

The method of updating the TV depends on the model and its operating system.
If it is an Android TV go to the settings and using the System update option you can do it.
If it is fire TV update go to the settings, select the device, and the About option and check the updates.
You can also update the TV through the internet.
Using any of the given methods update your Toshiba smart TV and solve the issues.
