Would it be possible to get TVE support for the Victory+ streaming service? It is used by the Dallas Stars and Anaheim Ducks to provide free in-market streams for their games. Dallas games are geofenced to their territory (TX/OK/AR/LA) and Anaheim games to theirs (Southern California and Hawaii), but at least on the past games, there doesn't seem to be any DRM in use. No provider login is required, just a free account from the site. https://victoryplus.com/
If it requires logging in there to your free account, it won't get added to Channels DVR.
A third party developer would have to create something to do that which would create a playlist and optionally xmltv data to be ingested by Channels DVR Custom M3U channels.
According to what 8'm seeing on the site, the streams are HLS.
Would be tempted to download the android app and see if the streams can be gotten from ADB Tuner but one could probably add it to ESPNPLUS

E+TV updates its data every 4 hours. E+TV guide data typically goes out 2 days beyond the current day.
Typically not, depending on your E+TV setup. But it shouldn't matter if you are just creating a recording rule for "Dallas Stars" across any channel.

Is there a way to keep all the channels & settings when updating EPlusTV?
Yes. This part of your Docker run command:
-v config_dir:/app/config
Or alternatively, this part of your Docker compose file:
volumes:
- config_dir:/app/config
Will create a local directory at config_dir, and your entire EPlusTV configuration will be saved there. As long as you keep that in your run command or compose file, the configuration data will persist across restarts and upgrades.
