Want to always transcode 60fps to 30fps w/ hardware

I have a number of sources that are 1080i 60fps (from HDHR). When using a hardware transcoder and setting deinterlace to hardware, this is outputting as 60fps video which makes for lower quality at lower "transcoded" bitrates.

Any fix for this? or can this be taken as a feature request that 1080i 60 get's transcoded at 1080p deinterlace 30fps?

The blend deinterlacer is h/w accelerated on macOS

ok, I tested and it doesn't use more raw CPU so that's perfect. What about on other platforms? qsv and nvidia pascal for instance ( P2200 card specifically)?
