I think I have the server correctly configured now how do I
view my DVR on my laptop?

Looked but did not find the URL for Channels.

("IP address" being the local address of the server.)

This may work (tho I don't know what your setup is):

On your Windows 10 laptop, open a File Explorer window. Type "Network" into the address bar, or scroll down on the left and click on Network. As network items load, your Channels DVR server will probably be listed under "Other devices" or "Media devices".

Double-click on it, which should open a web page in your browser. In the browser address bar you will see the IP address. Replace anything after ":" with "8089" and hit Enter. OK?
