I've uploaded screenshots of the web guide to passes for Elementary, which shows one airing in the expanded view, and nothing on the collapsed view. 
Hmm that’s strange. Refreshing the page doesn’t help either?
It’s possible for a rule to match airings that have already been recorded, and those would not be queued up. But this is a rule for new episodes so it seems unlikely that’s the issue.
Can you post a screenshot of the matching airing?
Refreshing the collapsed passes page didn't change it. Using Safari, if that makes a difference. Here's the airing screenshot (listed among my upcoming airings for this coming Sunday):
Maybe it was queued up manually off the guide already, before you setup the rule?
When you click on the Queued dropdown what does it say.
It says ‘Delete’ and ‘Edit’. I think you’re right. The ones that were done on Passes say ‘Skip’ rather than ‘Delete’.
