Windows Load Averages

First, the good news....sometime across the last month or so my system started showing load avg numbers (previously was all 0.00)

Now the bad news....the numbers really don't make sense.
Windows task manager is showing a cpu number of 2-5% on a 4 core processor. The reported load avgs are in the range of 1-2, almost like the load avg numbers are 10x off.

I'm guessing that since this is Windows and not Linux, you're calculating the values somehow. Any ideas?

[psutil doc](https://psutil.readthedocs.io/en/latest/#psutil.getloadavg) specifi…es that there is a Win32 API callback, which can be observed in [source code](https://github.com/giampaolo/psutil/blob/master/psutil/arch/windows/wmi.c) as reading from a counter. Even though original psutil registers a callback function, I don't really have enough experience or time to implement it the exact way. So I kind of combined it with the source code in [mackarel agent](https://github.com/mackerelio/mackerel-agent/blob/master/metrics/windows/processor_queue_length.go). Please do test as I tend to do many typos and bugs... Hopefully will close #973

Definitely something strange somewhere. The measurement is based on the 'Processor Queue Length' counter, but when I check it, there's almost no activity.
