Lost hardware transcoding on RasPi 4

Since the last pre-release update, I've lost hardware transcoding on my Raspberry Pi 4, similar to this thread last year. I've submitted logs at 7:45am EST today c4dc039c-c7b8-459b-bcf1-34d645c4c1d2; Please let me know if there's anything else I can provide to help resolve this!

Local devices work fine, but when trying to stream remotely, transcoding does not work.
