Playback on Android is Broken? Emby not Broken

I've noticed this for a long time but haven't posted about it. I was watching the World Series last night and it was driving me crazy. Took some screenshots. It seems like if you set video playback to Hardware, it gives the most smooth playback overall with all different sources/codecs, however the image is zoomed in or cropped at times. This is not just just World Series but with most if not all content. Here is what I am talking about using Channels:

I then went to Emby and played back the exact same channel and same Original Quality. It plays correctly:

Is there something in the settings to fix this?

I've also been seeing this cropping issue for a while when using the hardware video decoder (which seems to work very well) on a Samsung Galaxy S21 Ultra. @tmm1 When using the hardware video decoder, if playback is started while in portrait orientation and then the phone is rotated to landscape orientation afterward, the top & bottom edges of the content are cut off.
