I noticed playing live or DVR recordings with surround enabled was unwatchable, stuttering etc. When disabling it it worked as expected, minus surround. Is this a known issue with fire tv 4k’s?

I have a 2017 4K Ultra Fire TV.
I’m having the same issue. It’s a 2015 firetv 2nd gen. I actually have 2 of the same firetv and only one does it. I came here to find a solution and disabling surround makes it work.
The one with the issue is connected to a Yamaha surround sound receiver the other one just a tv. Not sure if that’s part of the issue too.
Interesting, mine is through a Yamaha receiver as well.
I’m working on Surround Sound for that model. It’s quite old and has some bugs, but my contact at Amazon said they will be fixed in the next update to FireOS.
