Just 1 pass as I deleted and tried everything under the sun. If I include just Monday at 7:30pm, I get no matches. If I exclude Sunday at 11:35pm I get matches. But it also still queues it.
It will show queued in the Matches tab, but look instead at the Schedule
are you waiting for the pop up window to close itself? I made this minor change to mine after my last post, and since my machine is kinda busy, I still have the spinny wheel.

your two screenshots show that either one change didn't complete, or the database is a mess. I believe db maintenance is a low priority beyond 6hrs
also, setting the specific day and time is more taxing on the db filters. since series id's are a problem with this show, scrap them. use the title.
best to keep it simple, set the time window to something like >1pm <11pm , just exclude sunday entirely (not sure if you want the saturday weekend edition, but can also exclude saturday)
The database was deleted and recreated after creating the pass. I'm assuming no one else here has 2 separate shows consolidated recently into 1 show. That's what happened here in Orlando, so it's going to be ignored. Unless someone can confirm you can record a later airing, while ignoring the first/previous airings.
Try adding Channel == 106.1 or Channel == 6.1 to the pass
That's how I had it earlier in the thread. I deleted and created to show that it will ignore all channels, whwther the Orlando ones or the Tampa one at 6pm.
I don't understand how the pass could schedule the Sunday 11:35 PM airing if you excluded that time.
That's why I'm thinking you have another pass scheduling it.
these time conditions should filter out all the other times. seeing them means the db still shows them queued.
i find these load calcs lacking

on 2nd look i see yours did read idle, but that doesn't mean the db is caught up. it chuggs along 6hr increments at a time for all sources guide data for 2 weeks
Pause your pass and see if it's still scheduled for Sunday night.
Now change the pass to record only Monday 7:30PM on channel 106.1, get rid of Tags == New and resume it. You don't want Tags == New. I think that's the problem.
No matches. I had new removed for months trying to force it through. It recorded everything but Monday, even in Tampa. Though Tampa usually has no video data, so 106.1 would record after the failures.
What does the pass Matches tab show?
Definitely seems like a bug with Channels DVR.
What if you change the pass from
SeriesID == 184110
to
Title == Inside Edition
And if you bring up the guide grid and look at channel 106.1 for Monday 7:30PM, what does it show there?
It will show an uncolored grid cell.
I like how when I set it to Monday without a time, it lists Sunday. That goes back to my earlier comment where I think Channels DVR calls it a Monday show since it ends at 12:05am on Monday. So no matter what, it will think the actual new episode on Monday is a repeat.
