I have no idea what file this maybe referring to and have been unable to id it with the given information. Any help or suggestion would be great.

Try doing what I did. Search your recordings (/dvr/files) for the string tms/166238
I only found it in one place. Airing.MovieID for the Frosty the Snowman (1969) movie.

I don't think there's anything to "fix".
I think it's just CDVR trying to cross-reference things like IMDB, TMS, TMDB, Trakt, Rotten Tomatoes, etc. listings.
I'm guessing maybe gracenote removed it from their database since CDVR is still logging that error
