When I am not on my home network where the Channels DVR is located (e.g. on cellular, at an Airbnb on their wifi), I do not see any of the subtitles that I normally see at home on the Apple TV or iPad. All I see is on and off but nothing comes up. Usually, I have a selection of English at least if not more. Funny enough, the subtitles do appear on the iPhone.
Is your iPhone settings under playback > streaming quality set to original while your ATV and iPad are set to a mbps and not original when the checkmark is on the internet/cellular. If they work on original and not a mbps settings it points to the transcoder not transcoding them in.

That is exactly the problem. I switched to all original and it works.
