I just started having having a scratchy staticky sound when I change channels in the channels app on my firestick. I tried turning surround sound off and that eliminates the staticky sound. I submitted the diagnostics.

This has to do with how surround sound works on those old sticks combined with certain TVs and audio equipment. Best thing you can do is turn off Surround Sound like you already did.
You may want to consider upgrading to the new 4K stick once its released in a few weeks.
